Practicing drawing for a hour a day.?

Hello. Just a simple question, do you believe that practicing drawing around an hour a day is good enough to develop the skill? i realize those born with a natural talent for such things may not have to practice that much, and there are those who need to practice so much more. Though i dont believe i posses any natural talent for drawing, i have developed the skill quite far and in the next 1 1/2 i want to be good enough to peruse it in Collage. So, what do you think?is an hour a day enough?
