How to curl my thick, medium length hair?

I have SUPER thick hair, but it has feathered layers. I have a curling wand which I LOVE. But everytime I curl my hair, my hair is fluffy. I love the size of the curls, but my head looks like Shirley Temple.. Am I curling it too close to my scalp? What's going on? What'd the best way to go about this?
